The spaces between paragraphs (and between bullets in a list) should not be forced using hard returns. Instead, your paragraph style should contain the desired spacing values. For similar reasons, use padding instead of empty cells when spacing out a table.
NOTE: Using hard returns to create spaces between paragraphs mean that a user may accidentally alter the document layout by deleting the space between two paragraphs.
